This suggestion is simple.
Fuel trucks should be able to carry fuel.
Water trucks like that of the coastguard should be able to carry water.

Yeah sure, it’s pretty basic to add. Have a water/fuel reserve on the vehicle and allow fuel cans/water containers interact with the fuel/water tank on the vehicle

Or let the trucks with tanks on them be capable of taking any liquid as long as there isn’t one present in the vehicle?
