Character Mesh Override

How do you export blender model of character with bones (Animation.blend) that it would work for Character Mesh Override needs?

Well if you’ve taken a look at the example file in the C:\Program Files (x86)\Steam\steamapps\common\Unturned\Bundles\Sources\Examples\CharacterMeshReplacement location you’d see that it uses the .fbx format.
To obtain a .fbx file of your desired model you need to go (inside Blender) to File->Export(third from the bottom up)->FBX(.fbx)
Select it and then a window will open. On the bottom left side of the window you’ll see a list of options. One of the options-it’s right below the “Operator presets” bar, is called “Version”. By default it would’ve been chosen as FBX 7.4 binary. Click on it and instead select the FBX 6.1 ASCII. Then choose an export location of your preference and finally choose the option “Export FBX”.
