I’m playing on a Russia server that has no animals. I want to do the cake quest but it looks like I will only be able to get milk from supermarkets.

If there are no animals then I’d say you either haven’t gotten lucky enough to find one or that particular server has them disabled. Check the server config before joining to confirm this.
