So is this about handloading presses or assembly line machinery? Either way, some adjustments from what you said would need to be made for both realism and balance.
For the why portion, I feel like this would be an okay addition, as if its a reloader you would need to use your bullets and cant actually make them from scratch, so high gear players dont need to constantly loot, which would reduce the chance of lower loot players on their first mili raid getting steam rolled by someone who wants to fill up their drum mag. A machine that lets you make bullets from scratch would make it so truly end game players dont need to loot mili bases for ammo, and instead mine resource nodes or how ever nelson plans on making it work. This would also be good as it would separate fully end game players from people with a couple of guns, while also funneling them towards resource nodes for easy ammo, which would probably end up with end game players fighting over valuable resources, which sounds good to me.
Difficult to find not balance. Loot barriers work, straight up rarity does. The problem with this is the “find” portion. It should be a craftable, not something you find, also because its kind hard to lug around a 100 pound reloaded, let alone some magical bullet making machine.

This makes almost zero sense balance wise - in addition to the “it’s balanced because it’s rare” meme, it would almost certainly become meta to produce your own ammunition with such ease. It also does not contribute to survival-centricism and seems like something Nelson would actively try to avoid.
This isn’t Rust, where mass-producing high velocity 5.56 rounds by the hundreds is reasonable.
Handloading works with all rounds, even such cannons like the .600 Nitro Express. However, as you can probably imagine, it requires both empty casings, either from your own expended ammunition or from gun stores, as well as propellant, primers, and not to mention lead and molds. If handloading was realistic, requiring large amounts of components and rare machinery, then it could be possible for Unturned II.
