As simple as it seems, your back’s hitbox will receive additional protection from attacks.
Whould make running away a bit more reasonable. As well… The bullets whould have to travel through the pack itself and whatever is held withen.
Maybe items in clothes that were shot (any piece) will receive slight damage?
Regardless, the main point, as stated. Backpacks = armor.

I like the idea of backpacks having armor, but the backpacks would need to have a flat armor value.
To make it vary based on whats inside would be too much to handle.
immediately stuffs backpack with frying pans
strap scrap metal to your backpack
if you have a grenade in it there’s a 1% chance it will blow up when your backpack is shot
Would be nice, might impact durability pretty significantly

Ah yes, this would be interesting, however as said by NarcolepticHound, “flat armor value.” I personally own a backpack that if I wanted to I could slide an armor plate in there. Having the ability for military (or any) backpacks to be “reinforced” would be wonderful, could have a slot specifically for that or some sort of option to “attach plate”. Either way though, adding said plate would reduce the storage of the pack.
