I doubt that anyone will start wasting their time to upgrade all their skills using this abusing method. This may be a problem, but I don’t think it is very serious.
People definitely do it, maybe not for every skill but it’s certainly worth for couple skills that require more XP than others.
It would be nice to have ability to just… disable the skillsets, they seem like a fairly antique feature with no real reason to exist beyond the exploit mentioned in this post.
Well, I go more with your idea because it sounds more reasonable and good. Disable the skillsets is better than adding a cooldown

You can, it is entirely player’s choice what skillset they play with, even if that skillset is the Civilian and grants them no benefit towards skill levelling/loss.
The ability for maps / server configs to lock everyone to civilian skillset (to functionally remove skillsets from specific server / map) would work aswell for the problem this post is describing.
Relatively recently it occurred to me we could save the player’s preferred profession when they spawn, and then load that until they die. This would prevent exploiting it for the XP discount. The mechanic definitely isn’t as fleshed-out as initially hoped.
