I have an Idea. What about zombies being fall from fences at balconies of houses except going down from stairs.

First of all, welcome to the forums! 
So are you suggesting that the turneds jump over fences and jump off balconies to catch players?
If so, yes, it is an idea that makes turneds less predictable and more dangerous creatures, unlike what we see in Unturned 3.0 where we see them as silly creatures that follow a well-traced path, instead of jumping through things like crazy .
