How do I put a translation into the workshop?

Hello everyone, I’m having difficulty posting something in the Workshop, well basically they say that they can put anything in the workshop even if they are level zero. Pay attention, those who do not have Level 0 can not post, send requests for friends or create groups.

I don’t really get what your question is now, can you type it out a bit more explained?

Limited Accounts cannot rate or upload to the Workshop. I’m not sure why they refer to it as “Level 0” but this post is just a PSA it seems, not a question.
