This kinda stuff is basically impossible for 3.0 ATM, so it’s relevant to 4.0 cause 4.0 can do these things
The original suggestion was made for 3.0.
So yes, I believe this would be more fitting as a 3.0 suggestion, that and it assumes a lot about 4.0 otherwise, given that 4.0 wasn’t even announced at the time and we know virtually nothing about 4.0 vehicles. This suggestion is so outdated that it came before tires/batteries, and was actually what inspired Nelson to add removable tires and vehicle batteries to begin with. That said Nelson himself has already seen this, FYI.
By the way, I’d advise giving context before the actual concept art, so everyone can clearly see it’s from someone else. Saves a lot of possibility for misunderstanding.
If this was/is a suggestion for 4.0, I’m all for it. I’d say that one-way glass should be called ‘tinted glass’ and be difficult (but not impossible) to see through. Opening the bonnet to add batteries and the defreezer you suggested seems like an alright idea. If seasons are a thing in 4.0 (which from the devlog seems like they are), then having cars stall in cold environments could help the survival aspect of the game.

Not necessary, but relevant.
3.0 was had plans originally for stereos/radios to appear in vehicles, but wasn’t done when walkie-talkies were added (the thought process at the time may have been to save that addition for when Nelson was going to overhaul vehicles completely).
Even if they won’t appear in 3.x, I’d say it still makes enough sense for them to appear in version 4 if Nelson plans to re-implement walkie-talkies (in a way that’s actually relevant to more players).
I’d find car keys extremely frustrating. The current lock system is much preferable imo.
EDIT:
I also think run-flat tyres should have some drawback, I’d say not as much grip as normal tyres, since 4.0 is getting more realistic handling.
