On low graphics settings, decals “float”, as a flat plane, instead of rendering on actual surfaces.
Not a bug, you probably turned off deferred rendering which is responsible for decals nicely applying onto surfaces along with adding a substantial amount of bloom to light and blast marks.

No, because it is completely intentional. Nelson uses those extremely low option to milk out the 2 extra frames instead of optimization.
Why? You don’t need to attack someone just because you made a minor mistake.
Okay…? I don’t see why you brought that up especially since it isn’t really a “fault”. It’s the way the game renders things.
