Different kinds of safezones

Survivor Safezones
Survivor safe zones will be fortified locations on the map. These types of safe zones will look very makeshift, with pretty weak entrances which allow zombies to invade. Survivor safe zones will have a high chance of being raided by zombies. Once a zombie has entered, the NPCs will attack the zombies, and the zombies will set of traps. Once the whole base has turned, some NPCs will be found dead, turned, or scattered around the map. You can accept a quest to clear the base of all zombies, and the NPCs will come back. An excellent example of a survivor safezone is telltale the walking dead of the last season.

Military Safezones
Military safezones should be located away from civilization, where it is tough for zombies to enter. They will have very high security, so if you have your gun out not on safety, they will KOS you. Usually, they will have a lot of supplies

Ideas for Both Types of Safezones
You will be able to kill players in safezones, but the damage will be significantly reduced to the point where NPCs will kill you first. NPCs will also roam around the base, and doing daily routines like going on watch duty, fixing stuff, and talking to other NPCs. Safezones will also have a chance of pets roaming around that you can pet, train, and take out to help you survive. Both types of safezones should be able to have a shortage of supplies, and giving them lots of supplies will raise your rep by a lot.

All those ideas have already been heavily discussed here, and IMO also they’re better formulated and balanced there.
