How create text with colored background?

I want to add text with a colored background to the description on my server, but I do not know how to do it. I have looked at the XML and RTF documentation, but there is no background color information anywhere, however it is available on other servers. How can this be done if there are any loopholes?

It looks like they’re using the <mark> rich text tag, which highlights the text with a specified color. They’re also using the <color> tag, so the text is contrasts with overlay.

For example, "Desc_Server_List": "<mark=#0000ff55><color=red>Red, <color=#00FF00>green!",.
