I’m afraid don’t understand the question. What do you mean by “clear?” Do you drive it off to the recycling center? Does a truck come over and pick it up? Are you cleaning the bin? Not to mention what time is 5 o’clock? There’s two of them, which are 0500 and 1700, respectively.
So many questions, so little time.

The oldest files in my recycle bin are from 29/1/19. Though I remember that before then the bin had files from at least 6 months before I cleared it.

I don’t empty recycling bins. I let the garbage man do that because he has a garbage truck to empty the bins into.
