Is the car unlockable?

Hi,

I’ve seen a car in the shooting range map but is says at i’m missing an item to unlock the car.
i’d like to ask if there is such an item and if there is, then i’d appreciate if you guys could please tell me how to get it.

There is a locker/safe next to where you spawn, code is 1234 inside is the car keys.
