A few days ago a person posed as a friend on an Unturned server and said bad things posing as my friend, is there a punishment for that situation?

VAC and BattlEye bans are only distributed for cheating/hacking.
Server bans are distributed by the owner of the server. If you think a user did something wrong on a server you play on, you should report the behavior to that server.

No, why would there be? How would you even enforce that?
