i was trying to finish the on air quest and found this base built around the broadcast tower
is it possible to even complete it ?

Well, as I see you are playing on a multiplayer server. Players can easily prevent you from doing quests like build objects near it. Especially admins with their SHIFT + F6 (Editor Tool), so they can move objects maybe like to prevent from players doing quests but this is like a rare case.
I guess the only way for you to complete this quest is to raid this tower.
