If I remember correctly, this item is available to craft during pride month, obviously now it’s impossible to get and I think you can’t trade it either.
@Dizzpie is correct that this item can be crafted during Pride Month. Although seasonal/holiday content can be experienced at any time, since players can change the active holiday whenever they want.

That isn’t a valid option. You’ll want to use -Holiday=PrideMonth (or whatever holiday) instead.
