If I increase the Max Vehicle numbers to, for example, 10/20/40/80/160, but I keep the Min Natural Vehicles on 16 and I play on a Large/Insane map, the amount of vehicles around the map barely increases.
Before the setting was added, I was able to get a bunch of vehicles all over the map.

If you’d like to resolve your issue: simply increasing the value of Min_Natural_Vehicles will do what you’re hoping for. E.g., you could set it to 80.
