Shields have already been directly suggested in the original posts of atleast two threads, here’s what I said in them:

Riot shield Unturned 4.x

It would be a good idea to add a (maybe craftable) riot shield to the game.

To sum up what I said, there should be three types of shield:

A riot shield, a two handed plexiglass shield that provides high visiblity, protects against melee weapons and somewhat against projectile weapons, and is large enough to protect from head to toe.

A tactical shield, a small one handed shield that provides moderate visibility, protects fairly well against melee attacks and gunfire, and is only large enough to cover part of the body.

A ballistic shield, a two handed shield that provides limited visibility, protects very well against melee attacks and gunfire, and is large enough to protect from head to toe.
