I can assume that in 4.x finding visibly damaged cars will be more as a thing. In 2.x all the damage you could see was only smoke, but it was the state of like the half of cars you find in the entire map, whereas in 3.x, damage is barely visible; in fact, a good part of these seem like new or can have a missing wheel as much.
At the apocalypsis, you might find lots of cars around, though most of them severely damaged and others almost undriveable. Neither 2.x or 3.x spawned that much vehicles, but particularly in 3.x, you can just get in the first one you find and drive away like nothing.
So my suggestion (a very quick one) is to bring another bit of realism to the game by making vehicles common, although needed to be repaired to get those working, as we can expect that vehicles will be much more complex and difficult.
