Allow me to clarify, I’ve seen and heard “reload time” exclusively used to refer to the amount of time it takes to reload. I have seen and heard “reload speed” used as either a synonym for “reload time” or to represent how quick a reload is compared to another. I know that only one of these should be used. At first I wasn’t sure which you meant, but now I think it’s clear what you meant, and what you consider correct.
