The other players above are correct that the VR level editor isn’t supported anymore, and re-supporting it isn’t something we’re considering / working on / etc.
You might be able to install an older version of the game with the download_depot <appid> <depotid> <manifestid> console command. You can input the command into either Steam’s console window, or SteamCMD.
