As for cost, the dev selected initial values based upon data from the Open Beta and other adjustments made to milestone rewards before public release. I think there’s a lot of room to expand these to other areas of the game as well. For example in most games the audio, graphics, input, etc settings all come unlocked by default - imagine the pride in reaching level 20 before you can change your mouse sensitivity!
