This was my solution to admin abuse in 3.x when I used to play.
I join a server, see abusing admin, I leave.
How does that solve anything? Admin/owner pays for a server to play with people. If he/she abuses and annoys players trying to play on their server, they’ll leave. Resulting in people avoiding the server, lack of players, waste of money.
Writing this comment I actually thought of an idea which I will go ahead and make a topic of it.

Admin abuse isn’t specifically an Unturned problem. It’s an interpersonal problem. If someone doesn’t recognize it as a problem, then to them it isn’t a problem.
Exactly - admin abuse is not a problem caused by the game itself, but how certain people choose to play it.
Usually it’s so blatant that you can see the warning signs of one such server and just leave or avoid it.
That is true, except for the general population that knows it.
Over all though, I think you nailed the main issue with it, Now we need to solve it …
