Make base structures rendering dependent from draw distance

Sometimes you can figure out if there is a player inside a base by reducing the draw distance, since the base pieces stop rendering making the players inside visible.

It is not that huge of a problem but it does feel quite cheap.

(Yeah I had used this before, most effective use I had was when a buddy of mine was with min draw distance working as the spotter telling me where the dudes where doing so I could sniper them.)
