There should be NPC’s that could walk around the map (Thiefs, military, etc.) that could either join you, be neutral to you, or Hostile. You could get some quests for them in order to increase Reputation. If your reputation is high, you would be friendly to the “Good guys”, and if it would be low, you would be friendly to “Bad guys”. There would be sertain fractions all around the map that you could join in order to help them and get money/Items/Weapons to Survive.
There’s a low chance that NPCs like those will be added because Nelson has said in multiple AMAs that he believes that all NPCs should be out of the way and an optional interaction, instead of hostile AI that can interact and hunt you down.
But still there is the low chance right?

Again, I’ll say what I normally do.
If we get AI NPCs, expect them to be limited to locations. Map-wandering NPCs will very likely not happen in the main game, but as Nelson has been looking into AI it may be possible for non-official content to have this happen, via modding.
I strongly support the addition of NPCs that actually fire on you. It’s just not feasible to expect them to wander the map, nor multiple factions that interact with one another.
