Unturned is a survival game. The ones you mentioned are shooters which want to be fast paced and skill based
In a survival game, it shouldn’t be fast paced or else the end goals will be achieved much sooner thus becoming boring.(like 3.x)

Not all of those games have particularly fast paced combat, I believe their points was just that whenever people lose they will be frustrated.
I’m not entirely in agreement that faster times to kill would always ruin the survival aspect of 4.X, but I suppose that I have to admit it is a possibility.
I’d assume it’s due to the fact that you believe one-shot kill heasshots are a good idea in a survival game when it’s more suitably balanced for a high-speed competitive shooter. I’ll be honest, no matter how realistic 4.0 is, gameplay and balance come far ahead of that. One of the reasons you’ve been getting such hostility on that topic is a good 85% of players here do not wish for that feature to be implemented.
Helmet takes 2.5% from civilian, 3.75% from low cal R/M, 5% from (actual) high cal R/M, not just a dragonfang or something. It will negate (durability)% of damage taken assuming the helmet is hit. Obviously, some people will not like this so making it an option in Advanced options.
You can’t send message if it contain less than 10 characters, so instead of writing some shit to increase count of characters they just write “10 char limit”
While other games like Arma and R6S can pull this off (even though I’ve heard that it’s bad in R6S), it’s not suitable for 4.x when one of the main goals is getting back into survival. When you can simply shoot someone once in the face, or in the head if they’re lacking a helmet, then the greed of easily obtaining other player’s loot will be too much. This promotes even more distrust in anyone you meet since they can instantly kill you. It also increases the overall paranoia since at any moment you can instantly lose everything without warning (a good amount of caution and alertness is nice, but paranoia is just stressful).
Sniping would also become a pain as anyone could overlook a town and easily pick off newer players that haven’t had the chance to get a helmet. I’d personally prefer more fair PVP that allows players a chance to recover after getting attacked through either healing, fleeing, or shooting back. When you’ve spent hours collecting gear, getting shot once in the face and dying isn’t that pleasing.
I’d suggest an alternative way to buff the pistols in 4.x. Make them excellent for killing zombies and preferable over most other gun types. Since I believe we’re heading towards specific calibers, a general pistol caliber could be common. If pistols quickly killed zombies (1-2 head shots/2-3 body shots), then it would give players lots of incentive to use them on zombies. That and a shorter distance the sound travels could make it a viable zombie killer in urgent situations.
