Notice how OP has simply several one to six word names in a bulleted list. This list doesn’t have any explanation of what these things are and how they should be implemented or balanced. This list doesn’t explain what makes the listed items different from any of the suggestions below.

I think that on vehicles, you should be able to pick locks using screwdrivers, wire, etc. Maybe because there will be “locks” that go on base doors, instead of metal doors being locked all the time, there should be different tiers of locks that are easier to pick than others. For better locks, the lockpicks have a higher chance of breaking, and you’d be better at picking locks with a “lock picking” skill tree.

This might have been done, but I want to post to keep my regular tag.
Basically in military and science locations some doors to compounds and there armouries. There would be different levels of key cards, like green (low) orange (medium) red (high) prehaps even a secret tier that can access super secret locations.
Any key can open a door below it, these keys could also expire possibly for balance, a new key would be required. The keys would expire after use to much, not on a date. Higher keys …
I would really like to see some form of Code Locks implemented to Unturned. I would use them in this example: I have a PvP group and I want only certain members to have access to certain doors and lockers etc. This would be a fine addition to Unturned!
There should be an ability to put a codelock to wooden Doors so you won’t have to make an metal or even a vault door all the time

I think it would be good for RP and some survival servers if you could steal items from unsuspecting victims, this along with lock picking could be good buffs for thief’s.
How little you are detected (say from an exclamation mark with an arrow) depends on your thief skill, if your a poor thief you would just alert the player with a warning and have some explaining to do.
Good thief’s wouldt be detected as much.

According to the Trello wishlist, metal locking will be a thing of the past, and replaced with things like keys, etc. Now here’s my idea. If metal doors do return, they should offer another benefit that isn’t just increased health. They will be impervious to the battering ram, and wooden doors will be forced open with it.

So currently in 3.x, raiding mostly consists of blowing up a wall, killing everyone inside, then grabbing the loot and leaving. This gets stale rather quickly. In 4 raiding a base should have many different approaches.
#1 - Loud and Quick
The classic raiding style, this consists of planting an explosive on a wall, or firing a a machine gun to get in the base. It might be effective, but anyone in the base will know that you’re coming.

Vehicles need keys to turn on, they would not be hard to find every house that has a garage or car should have there in some room, keys can be used to lock the car if the car is unlocked the thief will need the key of the car or vehicle to connect it or use the contact between wires thanks to a special skill of advanced level. Cars, trucks and motorcycles should have different keys so the motorcycles key can not be used to start a truck.
